Bringing Your EV to Portugal: A Complete Guide for Expats

As electric vehicles (EVs) become more popular worldwide, many new residents in Portugal are wondering whether they can bring their EV with them when relocating, and if it makes sense to do so. Thanks to a growing charging infrastructure, tax benefits, and a strong environmental focus, Portugal is one of the more EV-friendly countries in Europe.

If you're planning a move and considering importing your electric car, here's what you need to know.


Can You Bring Your EV to Portugal?

Yes, you can bring your electric vehicle to Portugal, either as part of your personal move or through a standard vehicle import process. However, certain legal steps, fees, and exemptions apply, and it’s important to understand them before you ship your car.


Moving to Portugal from the EU

If you're relocating from another EU country, the process is relatively straightforward. As long as the vehicle has been registered in your name for at least six months prior to your move, and you’re officially changing your residency, you may qualify for an ISV exemption (Imposto Sobre Veículos — Vehicle Tax), which typically applies to new vehicle imports.


Moving from Outside the EU

If you’re moving from outside the EU, such as the UK, the US or Canada, the process is more complex. However, you may still qualify for ISV tax exemption under Portugal’s personal import law, provided:

  • You owned the vehicle for at least six months
  • You’re changing your legal residence to Portugal
  • The vehicle is for personal use only
  • You apply for the exemption within 12 months of arrival


You will still need to pay VAT and customs duties, unless you meet the specific conditions for exemption (e.g., through a change of residence). Customs documentation, proof of ownership, and residency change evidence are all required.


Registration Process for EVs

Once your EV arrives in Portugal, you'll need to register it with IMT (Instituto da Mobilidade e dos Transportes) and AT (Autoridade Tributária e Aduaneira). The process includes:

  • Vehicle inspection
  • Submission of documentation (proof of residence, original registration, vehicle conformity)
  • Payment of applicable taxes or exemption forms
  • Registration and issuance of Portuguese number plates


Note: EVs do not pay road tax (IUC) for the first year, and often benefit from reduced IUC in subsequent years.


EV Incentives in Portugal

Portugal actively encourages the use of electric vehicles through various incentives:

  • Purchase subsidies for new EVs (for residents only)
  • Reduced toll fees on some motorways
  • Free or discounted parking in select municipalities
  • Tax exemptions for companies buying EVs (not applicable for private imports, but relevant if registering as a business)


Charging Infrastructure in the Algarve

Portugal has one of the best EV charging networks in Southern Europe. The MOBI.E network offers thousands of public chargers across the country, including high-speed chargers on highways and slower stations in towns and shopping centres. The Algarve region, particularly around Faro, Loulé, Albufeira, Lagos, and Vilamoura, has excellent coverage.

Apps like Miio, ChargeMap, and MOBI.E are essential tools for locating chargers and managing your charging needs.


Tips Before Importing

Do the math: Importing a vehicle can be expensive and time-consuming. Sometimes it's more practical to buy locally.

Check compatibility: Ensure your EV is compatible with the European Type 2 charging standard used in Portugal.

Know the deadlines: Applications for tax exemptions and registration must be submitted within strict time frames.

Talk to a customs broker or relocation agent: They can handle the paperwork and speed up the process.

Consider insurance: Portuguese insurers may not recognize all foreign EV models, especially from non-EU countries.
