Building Your Own Villa in the Algarve: Land, Permits and Costs
Buy finished, or build exactly what you want? For a certain kind of buyer, no existing house on the market quite fits, and the answer is to start from a bare plot and a blank page. Building a villa in the Algarve is the most rewarding and the most demanding route into the market, a two-to-three-year project that ends with precisely the home you designed rather than a compromise you settled for. This 2026 guide walks through what really matters: finding land you can actually build on, understanding the permit path, and budgeting honestly from plot to keys.
Start with the land, not the house
The single biggest mistake self-builders make is falling for a view before checking whether they can build on it. In the Algarve, a plot is a legal and planning project first, and a building project second. Everything hinges on the PDM, the Plano Diretor Municipal, which classifies land and sets the rules for it. Urban or urbanisable land can usually be built on. Rustic land often cannot, or only under narrow conditions, and protected zones such as the REN and RAN, along with coastal setbacks, can rule out construction entirely. Crucially, the size of a plot is not the size of the house you can put on it, because the PDM caps the buildable area.
On price, buildable land varies enormously. Urbanisable coastal plots in sought-after western spots like Lagos, Luz and Porto de Mós commonly range from around 500 to 1,200 euros per square metre, so a 1,000 square metre plot can cost anywhere from 500,000 to well over a million euros depending on location and orientation. Rural land with genuine construction feasibility is far cheaper, roughly 150 to 350 euros per square metre, but remember that rural and buildable are not the same thing.
How to check if land is really buildable
Before you commit, your lawyer should pull the Caderneta Predial and the land registry certificate, and you should obtain a PDM extract showing the plot's classification. The most powerful tool is the PIP, or Pedido de Informação Prévia, a formal request to the Câmara asking whether your proposed build is viable and under what conditions. A positive PIP turns a hopeful purchase into an informed one. Treat any plot as unbuildable until the paperwork says otherwise, in writing.
Water: the check most self-builders forget
A plot that passes the PDM test can still fail on water, and in the Algarve that is not a footnote. If the plot has no mains connection, your build depends on a licensed borehole, and licensing has swung more than once in recent years.
The position improved in May 2026. After the 2025/26 hydrological year restored water tables across the region, the APA lifted its freeze on licensing new groundwater abstractions across the Algarve river basins. Two exclusions remain in place: the Campina de Faro to Vale do Lobo subsystem, and the coastal critical abstraction area maintained to prevent saltwater intrusion. The APA's own statement is careful, noting the recovery is "not homogeneous or structural", so treat the current position as favourable rather than permanent. Confirm the abstraction status for your specific plot with the APA or the câmara before you buy, alongside the PDM extract and the PIP.
What it costs to build, per square metre
For a good-quality new build on the coast, construction costs in 2026 typically run from around 2,200 to 2,800 euros per square metre, before land. Step up to high-end design and premium materials and you are looking at roughly 3,500 to 4,500 euros per square metre, climbing well beyond that, past 5,000 and up towards 12,000, in the most exclusive enclaves like Quinta do Lago. Simpler builds inland can come in closer to the national baseline of 1,100 to 1,700 euros per square metre.
And costs are still rising. INE put the cost of building new housing up 5.8% in the year to March 2026, driven mainly by labour, which rose 8.2% against materials at 3.7%. VAT on construction: the 2026 rules are more generous than they were
This is worth reading carefully, because the old answer, that construction is simply 23% unless you are doing qualifying rehabilitation, is no longer the whole picture.
Construction services still carry the standard 23% VAT by default, usually already built into a contractor's quote. But Decreto-Lei n.º 97/2026 extended the reduced 6% rate to construction as well as rehabilitation of housing, where the property is destined for own permanent residence or residential letting and stays within a price or rent ceiling: a sale price of no more than 660,982 euros, which is the second IMT bracket ceiling, or a rent of no more than 2,300 euros a month. The regime covers works whose procedural initiative falls between 25 September 2025 and 31 December 2029.
Two further points. For individuals building their own permanent home, the decree also created a partial VAT refund on construction contracts, allowing some of the tax to be recovered even where the 6% rate cannot be charged directly by the contractor. And there is an anti-abuse rule with teeth: a buyer who benefits from the 6% rate and then changes residence within the holding period faces a 10% IMT penalty.
For the villa most readers of this article have in mind, a bespoke coastal build well above the 660,982 euro ceiling, 23% remains the working assumption. But if your project is a modest permanent home inside the cap, the 6% rate or the refund regime may well be available, and that is a large enough difference to be worth a conversation with your accountant before you sign the empreitada contract.
The permit path, step by step
The licensing journey is where patience is tested. After a positive PIP, you appoint an architect and a technical team to prepare the full project, which is submitted to the Câmara for the licença de construção, the building permit. In the western Algarve, budget roughly 8 to 14 months for licensing, though it varies widely by municipality and by how clean your project is. Construction itself typically takes 14 to 20 months from ground-breaking, and the process ends with the licença de utilização, the habitation licence, without which you cannot legally occupy or easily sell the home. All in, a realistic timeline from buying the plot to holding the keys is around 22 to 30 months. A realistic all-in budget
Land and build are only the headline numbers. As a rough all-in guide, a bespoke 200 square metre villa on a mid-range coastal plot can land around 1.5 million euros: roughly 600,000 for the land, 560,000 for the build, and about 220,000 for architect fees, licensing, the pool and landscaping, with a sensible contingency of around 8% on top. Change the plot or the specification and that figure moves substantially in either direction, but the structure holds: land, build, professional and soft costs, and a contingency you will be glad you kept.
Build or buy?
