The Ultimate Algarve Relocation Checklist: From NIF to Healthcare

Relocating to the Algarve can be a dream come true, but making the move requires careful planning. From securing your tax number to registering for healthcare, each step is important to ensure a smooth transition into your new life in Portugal. This guide walks you through the key tasks you’ll need to complete, especially if you're settling in the Algarve.

1. Get Your NIF (Portuguese Tax Number)

The NIF (Número de Identificação Fiscal) is one of the first things you'll need. It’s required for almost everything — opening a bank account, signing a rental contract, buying property, or setting up utilities.

You can get a NIF at a local tax office (Serviço de Finanças). If you are a non-EU citizen, you’ll need a fiscal representative. Many relocation agencies and lawyers can assist with this step.

2. Open a Portuguese Bank Account

To pay for rent, utilities, or make local transactions, a Portuguese bank account is essential. Most banks require a NIF, proof of address (local or foreign), passport/ID, and proof of income or employment. Online banking in Portugal is well-developed, and some banks also offer accounts tailored for expats.

3. Secure Your Residency

If you're from the EU/EEA/Switzerland, you can apply for a Certificate of Registration at the local town hall (Câmara Municipal) within 90 days of arrival.

Non-EU citizens need a visa and residence permit, which must be arranged through AIMA (Agência para a Imigração e Mobilidade) and the Portuguese consulate in your home country before arriving. Common visas include the D7 (retirement/passive income), D2 (entrepreneur), and D8 (digital nomad).

4. Find a Place to Live

Whether buying or renting, finding a property in the Algarve is easier with professional help. ICON Property offers expert advice, knowledge of the local market, and can assist you in securing a home that meets your needs.

5. Register with the Local Junta de Freguesia

Once you have a fixed address, you can request a proof of residence (Atestado de Residência) from your parish council (Junta de Freguesia). This document is useful for various registrations, including healthcare and schooling.

6. Enrol in the Portuguese Healthcare System

To access public healthcare, you need to register at your local health centre (Centro de Saúde) with:

  • NIF
  • Residence certificate
  • Portuguese address
  • Identification (passport or residence card)

Once registered, you’ll be assigned a user number (Número de Utente), which grants you access to public medical services. Private healthcare is also widely used by expats, with many subscribing to affordable health insurance plans for faster access and broader coverage.

7. Exchange or Register Your Driving Licence

EU licence holders can use their current licence but must notify IMT (Instituto da Mobilidade e dos Transportes) of their residency status within 60 days. Non-EU licences may require conversion, depending on your country of origin, or retaking the driving test in Portugal.

8. Register for Utilities and Internet

Once you have a property, set up electricity, water, gas, and internet. Common providers include EDP (electricity), Galp or Goldenergy (gas), and MEO or NOS (internet and TV). You’ll need your NIF, proof of address, and ID.

9. Consider School Options

If relocating with children, research local and international schools. The Algarve offers excellent options, including Nobel Algarve, Vilamoura International School, Eupheus, and more. Many families prefer international schools for curriculum continuity and language familiarity.

10. Learn Some Portuguese

While English is widely spoken, especially in the Algarve, learning basic Portuguese helps with integration and daily life. Many local councils and language schools offer affordable courses, and private tutors are widely available.

11. Join the Social Security System (if working)

If you plan to work or run a business in Portugal, you must register with Segurança Social. Contributions are mandatory and cover pensions, unemployment benefits, and sick leave. Self-employed individuals must register their activity and declare income.

12. Stay Informed About Taxes

Portugal has specific tax rules for new residents. Consider applying for the Non-Habitual Resident (NHR) status, which can offer tax benefits for up to 10 years. It’s highly recommended to consult a tax advisor familiar with expat situations.
